The Trump administration is directing the Department of War to develop a nuclear strategy that would give the president shorter-range, lower-yield and supposedly more “usable” nuclear options during a regional war with Russia or China. They call it “escalation management," but what they are actually doing is making nuclear war easier to start. Washington is developing plans for fighting a nuclear war with Russia or China while attempting to convince itself that the conflict can remain limited. It is transforming nuclear weapons from instruments of last-resort destruction into battlefield options placed before the president during a regional crisis. It is insanity, and someone must stop it. Five people familiar with the plans say the strategy would revise the nuclear-response options presented to the president during a military crisis. The men planning this strategy want the American president to have choices beyond launching long-range strategic weapons capable of destroying cities, military installations and enemy nuclear forces. They believe smaller nuclear weapons could be used to deliver a limited strike, demonstrate American resolve and force Russia or China to stop escalating. This is the language of madmen attempting to make Armageddon sound manageable. A nuclear weapon does not become safe because government officials attach the word “tactical” to it. It does not become controllable because it has a shorter range or a smaller explosive yield. It still produces a nuclear blast, radioactive fallout, mass casualties and an immediate demand for retaliation. Once the first nuclear weapon is detonated, every carefully drafted Pentagon theory becomes meaningless. The American people are expected to believe the same war planners who failed to control Iraq, Afghanistan, Libya and decades of Middle Eastern conflict, including the one raging right now, will somehow control a nuclear exchange between superpowers. They will not. In March, Department of War officials publicly acknowledged that Colby’s policy office and U.S. Strategic Command were conducting a nuclear-strategy review examining American force requirements and possible additional theater nuclear weapons. Instead of conducting a traditional Nuclear Posture Review subjected to the customary interagency process and congressional scrutiny, the administration moved the work into an internal strategy review. The architecture of nuclear confrontation is being deliberately expanded. The Trump administration is not putting out the flames of global conflict. Through the Department of War, it is fanning them while assembling the machinery for a catastrophe that will consume everything in its path.
